Business English Certifications Compared: Linguaskill, BEC, and TOEIC in 2026

The shortlist is shorter than most comparison articles admit. Cambridge withdrew the BEC exams everywhere except China, so a business English certification decision in 2026 really comes down to two products: Linguaskill Business from Cambridge, and TOEIC from ETS. Choose Linguaskill Business if you want a CEFR level per skill and a certificate with no expiry date. Choose TOEIC if you hire in markets where a TOEIC number is the accepted currency, which in practice means Japan and Korea.

That answer hides a lot of detail an HR or L&D buyer needs before signing anything. One of these tests refuses to report anything below B1. The other tells you, in its own documentation, that it is not a test you pass or fail, and that scores from its institutional version are valid only inside the organization that ran it. Below is what each product measures today, what the scores mean against the CEFR, and the specific traps that show up during procurement.

Is the Cambridge BEC exam still available?

No, not unless you are testing in China. Cambridge states on its business qualifications page that the BEC suite, meaning B1 Business Preliminary, B2 Business Vantage and C1 Business Higher, will continue to be available in China but has been discontinued in all other countries. In China the exams now run once a year rather than several times, a change that started in 2025. The 2026 sessions were held on 16 May for Business Preliminary and Business Higher, and 23 May for Business Vantage.

Cambridge has also quietly renamed the URLs for all three exams with an "old-" prefix, which tells you how the publisher itself views the product line. If a vendor pitches you a corporate program built around BEC Vantage preparation in 2026, that is a good reason to ask what else they have not updated.

For context on what disappeared, B2 Business Vantage ran as four papers weighted equally at 25 percent each: Reading in one hour across five parts and 45 questions, Writing in 45 minutes across two compulsory tasks, Listening in roughly 40 minutes across three parts and 30 questions, and a 14 minute Speaking test taken in pairs.

Employees who already hold a BEC certificate do not need to retake anything. Cambridge states that its certificates have no expiry date, since a result evidences skill at the date of the test. What does expire is other people's willingness to accept it. Receiving institutions set their own recency window, commonly two or three years, and visa routes usually impose a two year rule. In practice the paper never expires, but whoever reads it will still ask how old it is.

What is Linguaskill Business and what does it report?

Linguaskill is Cambridge's on demand, modular English test, sold to employers as a screening and benchmarking tool rather than as a study qualification. It runs online, can be set up quickly, and is delivered either in a test center or remotely. The Business version differs from the General version in the Writing module, where candidates produce an email of at least 50 words plus a report of at least 250 words, while General swaps the report for an essay.

Per the official format page, the modules run roughly 40 minutes each for Reading and Listening (both computer adaptive, capped at 59 minutes), 55 minutes for Writing across two tasks weighted 25 and 75 percent, and 16 minutes for Speaking across five sections.

What the report shows matters more than the format. There is no pass mark. And the current Linguaskill reports only B1 and above, which is the detail that catches employers out. Cambridge's results documentation confirms that a module scored below B1 shows "Not reported" on the report form.

Think about who that excludes. If you are benchmarking a plant floor or a frontline service team where a meaningful share of staff sits at A2, Linguaskill hands you a blank where you needed a baseline. For graduate hiring and professional roles it works very well. Point it at a mixed workforce and you end up measuring only the half that already speaks English.

Results timing scales with volume. Cambridge publishes 3 to 5 days for an in center cohort of up to 500 candidates, 6 to 8 days for the same cohort tested remotely, around 10 days for 500 to 1,499 candidates, and around 15 days for 1,500 to 2,999. Marketing material for the product quotes faster figures, so plan against the operational table rather than the brochure.

Cost planning turns on the retake policy. Linguaskill certificates carry no expiry date, and the "My best score" rule lets a candidate retake a single module without re sitting the other three, provided they use the original login and the same test center. That turns a weak Speaking result into a cheap fix instead of a full retest.

One timing warning. Cambridge rebuilt this product, and the legacy Linguaskill results service confirms the old version's last test session was 30 September 2025, with the legacy results site going offline after 30 September 2026. If your company tested staff before autumn 2025, download those reports now. It also means any comparison article quoting a Linguaskill range of 82 to 180, or claiming the test reports from below A1 to C1, is describing a version that no longer runs.

Is TOEIC a certification or just a score?

The publisher answers this itself. In its TOEIC Listening and Reading Examinee Handbook, ETS says plainly that this is not the kind of test you pass or fail, because not every job requires the same level of English. TOEIC produces a measurement, not a credential in the sense a BEC certificate was one.

That distinction has a procurement consequence most buyers miss. ETS issues three different documents, and only two of them mean anything outside your own building. The Certificate of Achievement is not an official score report at all, so treat it as something to frame. Public tests produce the Official Score Certificate, which carries the candidate's photo and travels anywhere. Run the Institutional Program instead and what comes back is an Official Score Report, valid only inside the institution that issued it. Test in house to save money and you have bought a number that does not follow the employee out the door.

Format first. Listening and Reading is a two hour, 200 question multiple choice exam. Listening is 100 items across four parts in about 45 minutes. Reading is 100 items across three parts in 75 minutes. Each section is scaled from 5 to 495, for a total between 10 and 990, and there is no penalty for wrong answers. ETS does not publish raw score conversion tables, because forms are reused globally and differ in difficulty, so all you ever see is the equated scaled score.

ETS puts the standard error of measurement at about 25 scaled points per section, and the standard error of difference between two administrations at about 35 points. Those two figures should shape how you measure training results. A team that averages 18 points higher after a six month program has not demonstrably improved. Set the bar at 40 points or more per section before you call a gain real, and you will avoid paying for noise. Speaking and Writing are separate tests and can be taken on their own. Speaking runs 11 tasks in roughly 20 minutes, Writing runs eight tasks in about an hour, and each is scored from 0 to 200. Expect around 14 business days for those results. Listening and Reading turnaround varies by country and delivery mode, with the global handbook quoting 7 to 21 days.

On validity, ETS does not say your score dies. It says a score report will not be reissued once two years have passed, and that test centers are not required to keep administration data longer than that. Practically the effect is the same, but the wording matters if you are writing a policy.

Scale is TOEIC's real argument. ETS reports the program is used by more than 14,000 organizations across over 160 countries. Its 2025 report on test takers worldwide also shows where the volume actually comes from: 58 percent of test takers were full time students against 30 percent in full time employment, and 26 percent sat the test to graduate. TOEIC's center of gravity has drifted toward academic gatekeeping. That is fine if you recruit graduates in Asia, and less relevant if you are benchmarking an existing US workforce.

How do the scores map to CEFR levels?

ETS publishes its official CEFR mapping per section, not per total score. The figures below are the minimum score for each level, set by a panel of 22 experts from 10 European countries, with a cut score adopted only where at least two thirds of the panel agreed.

Be careful with the total score CEFR tables that circulate online, the ones putting B2 at 785 and C1 at 945. Those figures are just the section minimums added together, and ETS does not publish them. The arithmetic fails because a total hides the shape underneath it. An employee who scores 495 in Listening and 290 in Reading also arrives at 785, and nobody would call that person a B2 reader. ETS adds its own caution that these numbers are guidelines and that it does not recommend rigid cut scores. The C1 Reading minimum of 455 carried only 45 percent of the panel, which makes it the softest figure in the table.

Comparing across the two products, a Linguaskill 160 and a TOEIC Listening 400 both mean B2, but they were established by different methods on different populations. What about TOEIC Link and the Cambridge English Skills Test?

Two newer products sit around the edges of this decision, and both are easy to misread.

ETS launched TOEIC Link on 25 March 2025 across eight markets: Spain, India, Indonesia, the Philippines, Mexico, Brazil, the UAE and Saudi Arabia. It is fully online with AI enhanced remote proctoring, splits into four independent modules that can be taken together or alone, and scores each skill from 0 to 25. All four skills take under 90 minutes combined. Listening and Reading results are immediate and the human scored modules land within 48 hours. Its CEFR bands are uniform across all four skills, at 0 to 7 for A1, 8 to 12 for A2, 13 to 17 for B1, 18 to 21 for B2 and 22 to 25 for C1, which is a much cleaner design than the asymmetric legacy table above. The catch for a US buyer is availability, since the launch markets do not include the United States.

The Cambridge English Skills Test looks like Linguaskill and reports the old A1 to C1 range of 80 to 180, in General, Business and Schools versions. Read the fine print before you buy it. Cambridge states it is for internal use only and has no external recognition, and points anyone needing a recognized result toward Linguaskill or its main qualifications. For internal benchmarking it earns its keep, and it does cover the sub B1 range that Linguaskill leaves blank. Just do not expect an employee to show it to a client or a future employer and have it carry any weight.

On price, neither publisher will give you a number from a web page. The TOEIC handbook says outright that prices vary worldwide and directs you to your local provider, and Cambridge sells Linguaskill through authorized centers on the same model. The only figure that means anything is the quote your provider gives you for your volume, so get both in writing before you compare. Two adjacent products, Pearson Versant and the Duolingo English Test, also sell into corporate benchmarking. They sit outside this comparison because neither is built specifically around workplace English in the way Linguaskill Business and TOEIC are.

Which business English certification should you choose?

• Benchmarking a workforce that includes beginners? Do not start with Linguaskill. Anything below B1 comes back as "Not reported." TOEIC Listening and Reading maps down to A1, and TOEIC Bridge is built for the A1 to B1 range.
• Hiring or promoting in Japan or Korea? TOEIC. The number is already embedded in how those markets read a resume, and arguing for a different instrument costs you candidates.
• If the point is to give the employee something they keep, Linguaskill wins. The certificate has no expiry date, while ETS stops reissuing TOEIC score reports after two years.
• Check what you are actually buying before you test in house to cut cost. TOEIC Institutional Program scores are valid only inside your organization, which defeats the purpose if the goal was a portable credential.
• Build the error margin into any improvement target you set. Around 35 scaled points is the standard error of difference between two TOEIC sittings, so set a 40 point threshold before you declare success.
• Only need one skill re-checked? Linguaskill has the cheaper path. The "My best score" retake covers a single module instead of the full four.
• Push back if a vendor is still selling you a BEC preparation program. Outside China, that exam no longer exists.

Whichever instrument you pick, remember that buying a test is not the same as running a program. Test at the start so you have a defensible baseline, train against the specific gap, then retest on the same instrument at the same time of year.
